Use 10.0.0.2 instead of localhost or i.p.address. This will work.
That ?might? work on an emulator, but will not on a properly configured hardware android device.
At any rate, the problem is not a networking one, but a web browser that is apparently trying to be too clever - most likely something of a "work offline" mode.
