[android-developers] Eclipse ADT: virtual devices are not listed if Android version < project target?

I recently switched my project target to android-14 because the latest AdMob skd requires so. Still my minSdkVersion in the manifest is 7. I can successfully install and run my app on emulators above Eclair, but these devices are not listed in Eclipse Run menu, so I can't easily test on previous versions from Eclipse. Is this expected behavior? Known bug? Or am I missing something?
