yes, install dropbox or other sync-able remote storage software on both desktop and android, then open the spreadsheet with a suitable android app.

Your mileage will vary depending on spreadsheet suit used to create the spreadsheet, and how much formating is used.
In some cases it is viable to 'port' a copy to a different format for experimentation.
