Complete Description: 
This will be full life cycle development including requirements gathering,

workflow analysis, functional requirements creation, technical requirements

creation, development. The communications skills must be exceptional (verbal,

written). This person needs to be local and possess the ability to participate in

internal planning sessions to develop and document an application to bring a

service currently provided by a vendor in-house.
