Most "clock widgets" are actually features of the home screen app, in
which case they can only update themselves when they are in the
foreground.

For actual app widgets that implement a clock, hopefully they use a
non-_WAKEUP AlarmManager alarm, so they update themselves while the
device is on but leave the device alone when it is in sleep mode, or
something like that.
